Eligibility:
A) The candidates to be engaged as Rehbar-e-Khel should be permanent resident of J & K State hailing from concerned Physical Education Zone of Leh District.
B) Age as on 01-01-2018 should not be:-
a. below the age of 18 years; and
b. above the age of:
(I) 40 years in case of General category candidates
(II) 43 years in case of reserved category candidates
(III) 48 years in case of Ex-servicemen
C) Candidates of the concerned Zone possessing BPE/Graduation with B.P.Ed. shall be eligible for engagement
as Rehbar-e-Khel. Additional Points shall be given for higher qualification such as BPE with B.P.Ed/M.P.Ed/M.Phil/ Ph.D (Physical Education)/diploma from NIS (Duration one year)
Tenure
The Rehbar-e-Khel being a catalyst would be deemed to be a local community worker for a period of seven years
Honorarium
The monthly honorarium of Rehbar-e-Khel for the first two years shall be Rs 3000/= and shall be enhanced to Rs 4000/= per month, for third to seventh year.
Regularization
The regularization of Rehbar-e-Khel shall be done in a staggered manner on completion of seven years of satisfactory continuous service against the available/created posts of Physical Education Teacher through a Committee to be constituted by the Director Youth Services and Sports J&K.

Eligibility
The candidate shall hold Post Graduate Degree in Statistics or Economics with minimum experience of 5 years
in relevant field.
Salary
The selected candidate shall be paid a consolidated salary of Rs 30,000/- per month.
Terms and conditions:
1. The appointments shall be purely on contract for a period of 3 years only. The suitability of the candidate shall be reviewed at the end of 1 (one) year and extension shall be granted on the satisfaction of Srinagar Smart city Limited. The tenure shall be continued for the next 2 years. It is amply clarified that candidates will not have any claim for permanent absorption in SSCL/State Govt.
2. The services of successful candidate can be terminated by SSCL by giving 1 (one) month notice or with remittance of one month's pay in lieu thereof. If candidate wishes to leave the services of Srinagar Smart City Limited. She/he shall have to give three months notice or remittance of three months'salary in lieu thereof.
3. Candidate shall have to submit a declaration that he has not been charged /convicted by any Hon'ble court nor dismissed/removed/compulsory retired by way of punishment from the service of any public private sector undertaking or from Government Department and that she/he has not been declared involved in any unlawful activity by any hon'ble court.
4. The application form along with self attested copies of permanent resident certificate qualification / experience certificates and self addressed envelope duly stamped shall reach the office of Chief Executive Officer, Srinagar Smart City Ltd located at 2nd Floor, ERA commercial complex, Rambagh by or before 15th, Feb, 2018. Assures action against involved, asks people not to pay heed to rumors
Srinagar, Jan 19: The finance Minister Haseeb Drabu on Friday rejected the reports that the government has issued any list of the daily wagers who have been regularized, terming such an act a handiwork of some mischievous elements.
On Social media on Friday, a list of the regularized daily wagers was posted which became instantly viral in Kashmir. Same created abuzz in both urban as well as the rural areas of the state with people in a fix over the authenticity of such a list.
However, when contacted, the finance minister Haseeb Drabu told KNS that no such list has so far been issued by the government. Terming the list posted on Social Media as baseless, he said that some rumor mongers in a bid to create chaos have uploaded the list of regularized daily wagers of the state. “I have already mentioned that the department is examining the cases and only after the budget session is over, the government would initiate the process of regularization,” Drabu said.
The finance minister added further that strict action will be taken against the person who has done the mischief and that the government has initiated the probe into the matter. “However, I would like to suggest people not pay any heed to the rumor mongers and wait for the government process to finish vis-a-vis the regularization of the daily wagers in Jammu and Kashmir,” Drabu told KNS. Dental College Srinagar turns into Akhara, HOD beats up PG student
Police show reluctance in registering FIR
Government Dental College (GDC) Srinagar has turned into an 'Akhara' with reports of mismanagement, indiscipline and high-handedness emanating from the college on regular basis. However, the state government is yet to act in the matter and take action against 'guilty'.
For the past few days some of the Post Graduate (PG) students of GDC Srinagar are up in arms against a senior faculty member for his alleged high handedness against one of their colleagues. The students have been in fact pleading with the local police station to register a First Information Report (FIR) against the faculty member.
Reports said that at least six PG students of Department of Orthodontia are up in arms in protest against the head of the department Prof. Mohammad Mushtaq Najar. The reason for the protest is that the HOD of Orthodontia manhandled one of the PG students and later slapped him.
"In a fit of anger Prof. Mushtaq manhandled one of the students and later slapped the student as well. This infuriated the other students and they carried out a protest against the HOD Orthodontia. The students wasted no time and contacted the local police station for registering an FIR against the head of the department," said reports.
Reports said that police personnel have so far showed reluctance to register FIR against HOD Orthodontia. The refusal of the police to register an FIR against Prof Mushtaq has not gone well with the students and they want the higher ups of the department to intervene in the matter so that action is taken against HOD Orthodontia.
It would be in place to mention here that Prof. Mushtaq is very close to Dr. Reyaz Farooq, Principal Government Dental College, Srinagar. He was asked by Dr. Reyaz to look after the affairs of the college since he has left the college to some 'undisclosed' destination.
In the meantime, Et has learnt from sources that many allegations were leveled against the HOD Orthodontia in the past as well. However, all the charges against Prof. Mushtaq were dropped since he and the Principal GDC Srinagar influenced the concerned stakeholders not to take action.
Pertinent to mention here that State Vigilance Organization (SVO) registered a case against Dr. Reyaz after it was established that he had purchased medical equipment for GDC Srinagar and GDC Jammu at exorbitant rates thus causing loss in crores of rupees to the state ex-chequer. The multi-crore purchase scandal came to the fore after revelations that came through a Right to Information (RTI) application moved by Tanveer Hussain Khan.
After preliminary investigations that led to the revelation of purchase scandal the anti-corruption court in Srinagar started the formal investigations in the case. The inquiry established the fraud and finally a First Information Report (FIR) under FIR number 33/2012 under section 161 of Ranbir Penal Code was registered against Principal GDC, Srinagar.
The inquiry officer probing the case established that equipment was purchased on exorbitant rates in order to cause monetary benefits to Principal GDC, Srinagar and officials of the company that supplied the equipment. In his report to then Special Judge Anti-Corruption Kashmir, Aijaz Ahmad Mir, the inquiry officer had written that machine Orthophos X G5 DS Ceph had been procured on exorbitant rates in order to cause undue pecuniary benefits to Dr. Reyaz and some others.
After this Special Judge Anti-Corruption Kashmir directed SSP Vigilance Organization to register formal FIR in the case if in his opinion any ground for the same exists on the basis of the findings arrived at by the inquiry officer under the relevant provisions of law. The vigilance organization while carrying out probe also found that fraud has taken place and it was only after this FIR was filed.
The inquiry officer in his report said that he compared the rates of the equipment in the market and found that GDC Principal has paid more for the equipment so that he acquires benefits from the purchase. The rates of the equipment were also presented to the Anti-Corruption Judge by the inquiry officer in a tabular form in his report.

JAMMU, Jan 6: Though the PDP-BJP Coalition Government is going to complete three years within next few months yet majority of its Ministers have not started reaching out to the people in every nook and corner of the State to mitigate their sufferings at their door-steps. The most shocking aspect is that the Ministers are even not paying visits to those districts which have been allotted to them for heading District Development Boards.
The slackness on the part of the Ministers of both the coalition partners is being viewed seriously by the Chief Minister Mehbooba Mufti, who on her own is leaving no stone unturned to redress the grievances of the people at their doorsteps through her public outreach programme under which several districts have already been covered.
While chairing the meeting of Council of Ministers on April 4, 2016, the Chief Minister had told the Ministers in unambiguous terms that they should leave no stone unturned to meet the expectations of the people and in this regard they should not confine their activities to their constituencies but reach out to the people in every nook and corner of the State.
This was reiterated by the Chief Minister in every Council of Ministers meeting particularly held on the opening of Darbar (rotational Civil Secretariat) either in Jammu or in Srinagar.
She had cautioned the Ministers against confining activities to their respective constituencies or some particular region on the ground that being members of the Council of Ministers they are the representatives of entire population of Jammu and Kashmir.
“However, no seriousness has been shown by majority of the Ministers in reaching out to the people in every nook and corner of the State despite the fact that the Government is going to complete three years within next few months”, sources told EX, adding “barring one or two Ministers all others have confined public outreach activities either to their respective constituencies or their home districts as if they are representing the Government for selected population”.
It has been observed by the Chief Minister’s office that Ministers generally visit different districts either to inaugurate or lay foundation stone for the projects of the departments under their charge. “Even during such visits to the districts the Ministers don’t prefer to convene public grievances redressal camps and their entire focus remains on the specific project”, regretted some of the District Development Commissioners (DDCs) while pleading anonymity.
“For majority of the Ministers reaching out to public means holding grievances redressal camps only in their respective constituencies or home districts besides meeting some deputations at their official residence in the capital cities. Moreover, no efforts are made to ascertain whether any action has been taken on the directions passed during such grievances redressal camps and interactions with deputations”, observers said.
All the Cabinet Ministers are Chairmen of the District Development Boards and in this way they have been assigned the task of acting as mentor of the districts to ensure their holistic development as per the wishes and aspirations of the people.
“Though this mechanism gives them enough power to resolve the grievances of the people yet the Ministers visit the allotted districts only once or twice a year that too just to review the implementation of district plan in a closed door meeting with the district and sectoral officers and legislators”, official sources said.
“It is a matter of serious concern that Chairmen of the DDBs (Cabinet Ministers) are neither evincing interest in enhancing the number of review meetings nor they prefer to hold public outreach programme in different parts of allotted districts”, some of the senior district level officers regretted, adding “if they make it a routine to organize public outreach programme once or twice in every quarter that would be a major step towards resolving the grievances of the people”.
Pointing towards the public outreach programme of the Chief Minister Mehbooba Mufti, which has been a major success, the officers said, “it is unfortunate that Ministers have failed to follow the foot-steps of the Chief Minister. Being the Chairmen of the District Development Boards the Ministers can easily get the issues of the public resolved either by passing necessary directions to the district administration or bringing the same to the notice of Chief Minister”.
According to the highly placed sources, the Chief Minister is perturbed over the Ministers not showing interest in conducting public outreach programme in different districts and serious concern about this will be conveyed to them during next Council of Ministers meeting.

The ruling PDP's Gujjar leader Choudhary Zafar Ali Khatana today quit the party, alleging it had become a hub of corrupt people.
Khatana's resignation from the PDP came on the second death anniversary of party founder Mufti Mohammad Sayeed.
"I and my workers announce our resignation from the basic membership of the PDP," he told reporters here.
Khatana alleged the PDP had drifted off the path shown by Sayeed and had become a hub of corrupt and insensitive people.
Accompanied by around 60 workers, Khatana said he had joined the party on the invitation of Sayeed in 2014 and wanted to address the problems of Gujjars and Bakerwals.
After Sayeed's death in 2016, the PDP completely got off the track that he had laid down, he claimed.
"A few leaders, who lost elections but are closer to the power corridors, are running the party on whims and fancies and indulging in open loot through various means," he alleged.
He demanded a National Investigation Agency (NIA) probe into the assets of ministers and their relatives.
Khatana had on December 27 resigned as vice chairman of the Advisory Board for Development of Gujjars and Bakerwals.
He enjoyed the status of Minister of State (MoS) in the government.
Referring to his resignation from the board, he said his mission was to serve the deprived Gujjar and Bakerwal community but he found that the board was a "mere eyewash as vice chairman could do nothing to mitigate their problems.
"The government has destroyed the tribal community and there was none who can listen to their grievances," he alleged.
He accused Tribal Affairs Minister Choudhary Zulfkar Ali of "amassing huge wealth"and asked Chief Minister Mehbooba Mufti to order a probe against him.
Khatana alleged that the Gujjar-Bakerwal community was being denied job opportunities and benefits of reservation and promotions.

Tenure:
The Rehbar-e-Khel being a catalyst would be deemed to be a local community worker for a period of seven years.
Honorarium:
The monthly honorarium of Rehbar-e-Khel for the first two years shall be Rs. 3000/= and shall be enhanced to Rs. 4000/= per month for third to seventh year.
Regularization:
The regularization of Rehbar-e Khel shall be done in a staggered manner on completion of seven years of satisfactory continuous service against the available/ created posts of Physical Education Teachers through a committee to be constituted by the Director Youth Services & Sports in accordance with the provisions of the Rehbar-e-Khel policy.
The District Youth Services and Sports Officer shall be responsible for deployment of the engaged Rehbar-e-Khel in un covered Middle/ High Schools having adequate student roll. The Rehbar-e-Khel shall be required to work at the placeas and against the positions in accordance with the provisions of the Rehbar-e-Khel policy.
